The evolution of progress
This office was established on 01.01.1991 with a staff of 05 in the small room of the Co-operative Board Building at Pettigalawatta, Galle.
Later, the office of the old building which now houses the Hall de Gaulle Hall was maintained and after the tsunami of 26.12.2004, all the property and files were destroyed. With the donations of the Societies, the office has been restored and maintained in a very small area of the ground floor of the Galle District Secretariat, with furniture, stationery and documents.
After the office was vacated due to the expansion of the Galle District Secretariat, it was allocated to run a small section of the office which is now under the intervention of Mrs. P. Edirisinghe, who was the Secretary of the Co-operative Employees Commission.
With due diligence and enthusiasm of the successive Secretary, she was able to make provision for the improvement of the physical and human resources of the present office.
In 2013, it has been increased to 11 staff. Due to the commitment of all of them to achieve their targets, they have been awarded the following awards for their performance in the Productivity Competition after 2015 and the Parliamentary Accounting Committee Competition which commenced in 2015.

Corporate Background
The new Charter No. 05 of 2019 of the Southern Provincial Council was passed on 09.04.2017 instead of the enactment of Act No. 01 of 1998 which was an obstacle to update the functions of this office. We have already drafted a new set of qualifications and regulations for the betterment of the entire co-operative community.
The 13th Amendment to the Constitution of the Democratic Socialist Republic of Sri Lanka established Provincial Councils with the objective of decentralizing power in Sri Lanka under Article 154. The Southern Provincial Council was established on 13th June 1988, following the Provincial Council Election held on 2nd June 1988 under the Provincial Council Act No. 42 of 1987. The Southern Provincial Co-operative Employees Commission was established on 01.01.1991 as per List 17.3 of Schedule 1 of the ninth Schedule to the 13th Amendment to the Constitution. By now this Commission has been established at SH Dahanayake Mawatha, Galle. The Planning Secretariat is located on the 1st floor of the building. The three members of the Commission are appointed by the Minister in charge of the Cooperative Subject of the Southern Provincial Council in terms of the Charter No. 01 of 1998 of the Southern Provincial Council and one member has been nominated by the Hon. Minister of Co-operatives as the Chairman. The new Charter No. 05 of 2019 of the Southern Provincial Council has been passed with effect from 09.04.2017 to further update the activities of the Commission.
The Secretary of the Commission is the Head of the Institution and it consists of a staff of nine including the Administrative Officer. The staff consists of the Chief Management Services Officer, three Development Officers, three Management Services Officers, one Driver and one of the Office Employees.
